Sounds like Suzuki changed their manual. The first time I changed my oil/filter, I put the full 2.5 qts. in and had to do the "baster thing" you mentioned. After that I ended up with just about what your '98 manual calls for.
I guess I'm somewhat lucky with the leaking, the only place mine seeps is the left front area by the cylinder head cover. I thought about redoing the sealant this winter, but I hate to go through all that madness when I think it'll just leak again. Everywhere else my engine seems tight. Like you said about the Brit bikes, I think Savages seep, it's just the way they are.
